Depois de 15 anos, muda-se para outro povoado.<\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.2; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 15pt; font-family: 'Times New Roman', serif; background-color: transparent; font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-variant-position: normal; font-variant-emoji: normal; vertical-align: baseline; white-space-collapse: preserve;\">      Assim, em 20 de setembro de 1891, o Capit\u00e3o Francisco Raulino da Silva (\u00e9 usual a compra de patente militar), acompanhado da mulher Anna Francisca da Silva e do filho Ludgero Raulino da Silva, chega ao povoado de S\u00e3o Jos\u00e9 dos Altos de Jo\u00e3o de Paiva e j\u00e1 compra alguns lotes de terra do fundador da cidade, Jo\u00e3o de Paiva Oliveira, com o qual, mais tarde, passa a disputar territ\u00f3rio pol\u00edtico. Mais tarde, essa disputa se direciona para os Barbosas, descendentes de Jo\u00e3o de Paiva. A primeira casa de telha desse povoado \u00e9 constru\u00edda pelo Capit\u00e3o Francisco Raulino, pois as outras 9 casas do local s\u00e3o cobertas de palhas e de ch\u00e3o batido, e ocupadas pelas fam\u00edlias Saraiva, Barbosa, Almeida, Sime\u00e3o, Vale, Cleto, Viana, Ferreira de Sousa (Cazuza) e Soares da Silva.&nbsp;<\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.2; text-indent: 35.4pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 15pt; font-family: 'Times New Roman', serif; background-color: transparent; font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-variant-position: normal; font-variant-emoji: normal; vertical-align: baseline; white-space-collapse: preserve;\">Em 1892, o Capit\u00e3o Francisco Raulino abre uma loja de tecidos nacionais e estrangeiros; e compra de g\u00eaneros de exporta\u00e7\u00e3o: peles, cera de carna\u00faba e algod\u00e3o. Com isso o povoado passa a prosperar rapidamente. N\u00e3o tarda aparecer comerciantes concorrentes. Nesse per\u00edodo, por iniciativa pr\u00f3pria, ele traz a Coletoria Estadual, tornando-se o primeiro Coletor; no ano seguinte, junto ao Governador do Estado, o Capit\u00e3o Cariolano de Carvalho e Silva, ele consegue o primeiro Destacamento Policial para o povoado. Em pouco tempo passa a ocupar o cargo de Inspetor de Ensino, e adquire&nbsp; verba para a perfura\u00e7\u00e3o de um po\u00e7o p\u00fablico e a constru\u00e7\u00e3o de um a\u00e7ude.<\/span><\/p>\n<p dir=\"ltr\" style=\"line-height: 1.2; text-indent: 35.4pt; text-align: justify; margin-top: 0pt; margin-bottom: 0pt;\"><span style=\"font-size: 15pt; font-family: 'Times New Roman', serif; background-color: transparent; font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-variant-position: normal; font-variant-emoji: normal; vertical-align: baseline; white-space-collapse: preserve;\">Em 1896, o Capit\u00e3o Francisco Raulino implanta a Ag\u00eancia Postal Telegr\u00e1fica. Um homem inteligente, explosivo e exaltado na defesa do que \u00e9 justo, membro do Partido Liberal, opositor ao regime vigente, recebe do ex-Governador An\u00edsio de Abreu (1862\u20201909) a alcunha de Vulc\u00e3o. Infelizmente, n\u00e3o resiste ao impacto emocional e comete suic\u00eddio. No fim de 1968 \u00e9 aprovado no Vestibular para Medicina, na Faculdade de Medicina da Funda\u00e7\u00e3o Universidade do Maranh\u00e3o (FUM). Isso depois das 22:00h. Assim, tem in\u00edcio os seus passos rumo ao IBEU (Instituto Brasil-Estados Unidos), depois ICBEU (Instituto Cultural Brasil-Estados Unidos). A ideia \u00e9 concluir o Curso em 1967 e se tornar professor do idioma enquanto estiver na condi\u00e7\u00e3o de acad\u00eamico de medicina (1968 \u20131974), uma atividade laboral compat\u00edvel, uma vez que a faculdade exige dois turnos e, por outro lado, as f\u00e9rias de ambas s\u00e3o coincidentes.
